An e-mail sent by President Michael Rao stated, “VCU cannot sustain its mission with a combination of low tuition and a low state appropriation. Therefore, on April 29, the VCU Board of Visitors approved a $1,700 increase in tuition and mandatory fees for in-state, undergraduate students, for a total cost of $8,817 in the upcoming academic year.”
