Voluntary water restrictions that went into effect Nov. 3 were lifted Tuesday. Richmond’s Department of Public Utilities said recent rains increased water flow in the James River, which is the Richmond area’s primary water source.

The voluntary restrictions covered the city and the counties of Chesterfield, Goochland, Hanover and Henrico. They included limits on when lawns and gardens could be watered and cars could be washed.

Drought conditions earlier this year, combined with higher water-level standards effective Nov. 1 for seasonal fish migration, triggered the restrictions.
