Property owners are required to have building permits for decks and to have city inspections to ensure the structures are safe.
Commissioner of Buildings Arthur Dahlberg has said the deck that collapsed last Friday night wasn’t properly permitted or constructed.
The second-story wooden deck was attached to an apartment building near VCU. About 50 people were standing on the deck when it collapsed during a party, wedging dozens of people against the building.
All of those injured are expected to recover.
