Gov. Timpthy M. Kaine says he considered expanding polling hours for next week’s election but has no authority to do it.

Kaine said on his call-in radio show Thursday that he expects waiting lines Tuesday, but they will be manageable. Virginia has 10,600 voting machines this year compared to 5,900 in the 2004 presidential election, and 30,000 poll workers have been hired this year, compared to 19,000 four years ago.

Kaine spoke an hour before a federal court judge will considered a Virginia NAACP lawsuit seeking to add voting machines in majority black precincts and extend the poll closing time by two hours to handle the expected surge in voters.

There is a new hearing set for Monday.
